Mike Smith brings over 23 years of state government experience to Government Sourcing Solutions. Most recently, he served as Deputy Director for the State of Illinois’ Department of Central Management Services, running the State’s $7 billion supply chain organization, the Bureau of Strategic Sourcing and Procurement. Mr. Smith played a leading role in transforming the way goods and services are purchased in the State and in reducing the cost of government by over $200 million through the implementation of innovative and creative solutions. Tammy Rimes' career in local government spanned two decades, serving as Purchasing Agent and ultimately Director of the Purchasing and Contracting Department for the City of San Diego. In that role, Ms. Rimes was responsible for all goods and services procurements for the nation’s eighth largest city. During her tenure, she restructured the procurement section into teams with an increased emphasis on strategic procurement and rolled out a citywide procurement card program. Ms. Rimes consolidated the City’s warehouses, closing two store locations with an operational savings to the City of $1.1 million, as well as a reduction in obsolescence from 15% to less than 2%. She oversaw the implementation of environmentally preferred contracting policies to receive the San Diego Earth Works award. [ + More ]
Terry Doumkos comes to Government Sourcing Solutions from the State of Georgia where he led a nationally recognized strategic sourcing initiative that has generated $250 million in savings, efficiencies and cost avoidances for Georgia taxpayers through the establishment of 90 enterprise wide agreements. He was recruited from Microsoft to help transform the State of Georgia's Procurement Division from a tactically run organization into a strategic procurement function with an emphasis on spend management, total cost of ownership and lifecycle management. Mr. Doumkos managed $5 billion in spend covering Goods, Services, Information Technology and Infrastructure. He implemented best-in-class processes and metrics, reducing cycle times while also developing key performance indicators and a formal quarterly business review process, with an emphasis on supplier relationship management. Through his leadership, the State Purchasing Division became a self-funded organization.

Courtney Carlson is a veteran of state and local government, most recently serving as Director of Advance and Special Assistant in the office of New York City Mayor Michael R. Bloomberg. Ms. Carlson has served in senior communications and production roles on several large events including the 2003 opening of the National Constitution Center and the 2001 Independence Day Celebration, both in Philadelphia, the 2000 Millennium Celebration on the National Mall in Washington, DC and the 50th Anniversary NATO Summit. Previously, she served on several congressional and gubernatorial campaigns around the country. She earned a B.A. in History from Kenyon College in Ohio.
Nicole Smith comes to Government Sourcing Solutions from the National Association of State Procurement Officials (“NASPO”) where she served as Issues Coordinator. During her time with NASPO, Ms. Smith edited all association publications, was responsible for researching and producing issue briefs and whitepapers and coordinated all internal and external research. She staffed all policy-related NASPO Committees, including the IT Procurement and Green Purchasing Task Forces and the Attorneys Working Group of the Western States Contracting Alliance (“WSCA”). Ms. Smith also managed the redesign of the NASPO website, naspo.org, and developed marketing strategies for NASPO’s revenue-generating publications. [ + More ]
